ANNUAL GENERAL MEETING

SATURDAY, JULY 12, 2008

Chairman Mike Becker called the meeting to order at 10:45 A.M.

The Pledge of Allegiance was recited, and introductions of Board Members were made.



Approval of the 2007 AGM Minutes:

A motion was made by Buford Johnson, seconded by Rich Ring to approve the 2007 Annual Meeting Minutes as printed. Motion carried.



Treasurer’s Report:

Rob Webb, Treasurer, reported that the current balance in the checking account is $47,000.00. A bill in the amount of $49,000.00 was recently received from the Professional Lake Management for the 2007 treatment of vegetation; one-half of the principal will be paid now with the remaining balance due when additional revenue is received from the county. A carry-over of funds from last year is estimated at $12,000.00.


Aquatic Vegetation Management Report

In 2007, the Lake Alexander LID was granted a permit for treatment of 85 acres of Eurasian water milfoil and 10.2 acres of Curly-Leaf pondweed. All areas treated resulted in 80-100 percent control of Eurasian water milfoil. The Curly-Leaf treated had mixed results, although, some areas had near eradication. On July 3rd, 2007, a total lake survey was conducted. The results of the survey indicated that an additional 118 acres were infested with Eurasian milfoil for a total infestation of 203 acres. The Curly Leaf pondweed had not spread significantly. In the fall of 2007 another survey indicated the same amount of infested acreage.

In 2008, the DNR granted the LID a permit for treatment of 103 acres of Eurasian water milfoil which was completed on June 20th, and 9 acres of Curly-Leaf pondweed, and application was done on May 23rd. Due a combination of the chemical treatment, cold water temperatures, and late ice-out, the growth of vegetation is significantly decreased.


New Business

Other Methods of Treatment:

The question was asked if any treatment methods other than chemicals have been explored. Mechanical harvesting is not recommended because fragments of the plant are left. Hiring divers to hand remove the vegetation is very costly. Application for grants allowing experimental treatment has not been successful, and results are mixed.

Thoroughfare Bay:

Property Owners requested that the Thoroughfare Bay areas be treated for curly-leaf and milfoil since vegetation is dense. PML stated that the area is on the list for treatment of an additional 9 acres of milfoil; a variance from the DNR is being sought.

Buoys to Mark Milfoil Areas:

A question was asked as to why the infested vegetation areas in the middle of the lake are not marked with buoys. Buoys seem to be magnets for fishermen, therefore the DNR does not use them.

Limitation of Treatment Areas:

Only 15% of littoral acres are allowed to be treated; this amounts to 126.3 acres on Lake Alexander. The LID asked for a variance for increased treatable acreage last year and it was denied. Variances are rarely granted. The DNR feels that the vegetation is not harmful to the fish population or water quality.


2009 Budget Proposal



At the 2007 LID Annual Meeting the property owners voted to seek a variance for excessive treatable acres; had that variance been granted the individual property owner would have been assessed $234.00. The variance was denied, so the assessment per property owner was reduced to $178.71.

Since there was no expense for bog removal and reduced expenses in other areas, the proposed assessment per property owner in 2009 will be $122.66—a reduction of $56.05.

The following approximate budget will be presented to the County Officials in September:



Eurasian Water Milfoil Treatment (1) $52,087.50

Curly-Leaf Pondweed Treatment (2) $ 4,650.00

Permit $ 750.00

Floating Bog Removal $ 5,000.00

Insurance and Administrative Expense $ 2,500.00



2009 BUDGET TOTAL $64,987.50

(1) Eurasian Water Milfoil Treatment: 850 acres of littoral areas times 15% maximum area treatment allowed by DNR (112.5 acres of treatment) at $463 per acre

(2) Curly-Leaf Pondweed Treatment: 15 acres at $310 per acre



A motion was made by John Hunt, seconded by Craig Carney, to accept the proposed budget. Motion carried.
Election of LID Board Members

Ballots counted and results were tabulated. The incumbents, Dr. Bill Faber, Rob Webb, and Gordy Schenian were elected to serve another two year term on the LID Board.

A motion was made by Roger Hoppel, seconded by Dave Schleichert, to adjourn the meeting. Meeting adjourned at 11:40 A.M.
