Lake Alexander Property Owners Association, Inc.

Board Meeting

August 30, 2005--6:00 P.M.

Scandia Valley Town Hall

Board Members Present: Dr. Bill Faber, Margaret Flolid, Pete Hanson, Darline Molde, Wally Pantzke, Gordy

Schenian, Dan Surma, Tony Prozinski

The meeting was called to order at 6:10 P.M. by President Bill Faber.

A motion was made by Margaret, seconded by Wally, to approve the minutes of the July 28th Board Meeting. Motion carried.

Treasurer’s Report:

A bill for $6,000.00 from Professional Lake Management for the milfoil spraying done on August 2nd was approved and will be taken from the “Healthy Lake Fund” account. A motion was made by Wally, seconded by Gordy to approve the Treasurer’s Report as printed. Motion carried.

Committee Reports

Water Level and Bogs:

Dan reported that he has not received any calls in August concerning floating bogs. The water level has remained fairly consistent since July 1st. It is suspected that the water flow out of Lake Alexander is minimal.

Water Quality and Aquatic Weeds:

The secchi disc readings continue to be taken twice a month, and clarity has been averaging around 16 feet.

A permit was obtained from the DNR to spray 20 acres of Eurasian water milfoil on the East end of Lake Alexander. The spraying was done the morning of August 2nd.by Pat Selter from Professional Lake Management at the cost of $300.00 per acre.

Fisheries:

Tony reported that an electro fish survey will be conducted by the DNR this fall.

Planning and Zoning/Land Use:

The Morrison County Comprehensive Plan for Rivers and Lakes has not been completed at the present time. Some questions were raised concerning the legality of multiple trailers being placed on one lot. Wally will investigate.

Membership

There are 316 paid members as of August 30th. Margaret distributed a list containing 110 names of non-paid property owners. A letter will be sent to them, requesting that they send in the $25.00 membership dues for 2005.

Old Business

Grant Monies:

The DNR has denied our application for reimbursement of the milfoil spraying done on August 2nd. Bill will talk with Chip Welling, St. Paul DNR office, to obtain further explanation of the denial. It was suggested that we write letters to our local legislative representatives to express our concern regarding the DNR’s refusal.

Sweatshirt /T-Shirt Sales:

The Board suggests that the sweatshirts and T-Shirts remain at the local restaurants and convenience stores in order that they are available locally for purchase by Lake Alexander residents.

Donation to First Response:

The Board unanimously agreed that our association does not have the necessary funds to donate any monies to the local First Response Team or the Fire Department at this time. Our funds are most needed to fight the exotic weed infestation that seems to be rapidly spreading.

New Business

Spraying of Milfoil:

The permit that was obtained from the DNR permitted our association to contract with the Professional Lake Management to spray 20 acres of milfoil infestation on the east part of the lake. Wally and Pete accompanied Pat Selter to view the spraying. One part Renovate to 5 parts of 2-4-D were the chemicals used. Spraying could not be done within 150 feet from the shoreline without the written permission of the property owners.

The company will do another assessment in late August. A written report concerning the spraying and its results is requested from Pat.

Lake Improvement District (LID):

Tony and Gordy met with county officials, Chuck Forss and Russ Nygren, to gain information concerning the workings of the LID. A public forum with property owners and county officials in attendance must be held, and a petition with signatures from property owners must be submitted before any official proceedings can take place.

The Board agreed that more information is needed and questions answered before any action is taken. Tony will request one or more county officials to be present at our next Board meeting in order to gain further insight on the program.

Fall Mailing:

When the official report concerning the August 2nd milfoil spraying is received from Professional Lake Management, Darline will send a fall mailing to all PAID members of our association.

Next Board Meeting:

September 19th at 4:30 P.M. was selected as the date and time for the next Board Meeting if one or more county officials will be available to attend the meeting.
